Ranked rows as of August 13, 2026

This page is reconciled against Eagle Virtual's certified issuer-control event data instead of older press-style case summaries. Browse the live issuer-control event log or review token issuers for the full monitored universe. All wallet addresses are redacted here.

Measurement unit: Eagle Virtual ranks individual recorded restrictions, valued at the time of the event when certified pricing evidence is available. Public announcements sometimes aggregate many wallets into one investigation; those case totals are useful context, but they are not the same unit as an address-level blacklist or freeze row.

18M+ indexed compliance events across supported chains
36K+ recorded issuer blacklist and seizure actions
16 blockchains with recorded issuer-control activity

Counts above are current as of August 13, 2026 and update with our data. The ranked rows below are re-derived from the same authoritative data and carry certified values — a stablecoin peg for TRON rows, certified historical oracle pricing for Ethereum rows.

What are the largest recorded stablecoin blacklist and freeze events?

The table below ranks individual recorded restrictions by their certified USD value, re-derived from the same data on every refresh. Values come from an approved stablecoin peg registry where one applies, and otherwise from certified historical oracle pricing; a row with neither shows no value at all. Companies name these actions differently — one records a blacklist, another a freeze, another a block — but each one stops the holder from moving the token, so this ranking counts them as one measure.

Ranked by certified USD across every supported chain. Stablecoin entries use approved peg evidence where applicable; other entries require certified historical pricing evidence before any USD value is shown. Addresses and transaction identifiers are never published.

How this ranking is measured

One recorded action, not one investigation

A publicly reported case total often spans many addresses and networks, so it will not match any single entry here.

Values require pricing evidence

An entry appears with a value only when an approved stablecoin peg or certified historical pricing applies; figures quoted in media reports are not used.

Certified Value Distribution

The distribution below covers the 11,142 recorded restrictions that carry a certified value. Addresses are not shown.

Why Large Restrictions Matter

Screening state changes fast

A wallet can move from ordinary counterparty to issuer-restricted counterparty when a stablecoin issuer blacklists, freezes, or seizes funds. Compliance teams need monitoring that follows those actions, not only static government lists.

Contract vocabulary varies by issuer

One issuer may emit a blacklist event, another a freeze event, and another a seizure or recovery event. The compliance question is the same: did the issuer restrict, release, or destroy value associated with the wallet?

Cross-chain evidence must be measured carefully

A same-investigation case can span several wallets and chains, while an on-chain row is a precise fact: issuer, token, chain, action, time, and value evidence. EV reports keep those units separate so teams can explain what was actually observed.

Regulatory Context

MiCA (EU): For MiCA-focused teams, stablecoin monitoring and evidence retention are part of a broader compliance program. Eagle Virtual tracks direct issuer actions across supported chains for dollar, euro, and RWA-related tokens.

Brazil (BCB): Brazilian VASP workflows with stablecoin exposure need a record of sanctions-list hits plus direct stablecoin blacklists, freezes, seizures, and releases for BRZ, USDT, USDC, and related flows.
