How Tether's Blacklist Works

Tether, the company behind USDT, retains administrative controls on covered token deployments. The exact on-chain control depends on the network: an EVM or TRON contract can restrict an address, while Solana uses a token-account freeze authority. Certain reviewed contracts also expose an administrator function that burns a blocked address's full USDT balance.

On the current Ethereum USDT contract, a restricted address cannot transfer USDT out, but the restriction does not itself reject incoming transfers. On Solana, a frozen USDT token account cannot receive, transfer, or burn USDT until it is thawed. Those differences are why the exact token and network must be reviewed.

What Happens When Tether Freezes an Address

A confirmed action enforces the rule defined by that USDT deployment. On the reviewed Ethereum, TRON, Avalanche, and Celo deployments, the address can no longer move USDT out but can still receive it. On deployments whose contract exposes the function, the administrator can burn the entire USDT balance of a currently blocked address, reducing total supply rather than transferring the units to another wallet. Removing a restriction or thawing an account restores permitted transfers for any balance that remains; it cannot restore units already burned.
